Todd is a retired Naval Intelligence professional with over 30 years of experience leading globally distributed teams in intelligence analysis, collection, and targeting operations. His leadership supported U.S. Department of Defense efforts across crisis planning, systems vulnerability assessments, and strategic targeting at every level from tactical operations to senior policy decision-making.
Todd spent over two-thirds of his career advising senior national security leaders, including seven 4-star Combatant Commanders, multiple Secretaries of Defense, the Chairman of the Joint Chiefs of Staff, and National Security Council (NSC) policymakers. His expertise in contested logistics and emerging threat environments ensured critical, time-sensitive intelligence guided U.S. responses to global crises.
Todd lived in or deployed to Southwest Asia and the U.S. Central Command area for six years, where he led forward-deployed intelligence teams. His on-the-ground experience shaped deep regional insight into military dynamics, cultural considerations, and great power competition, especially regarding China’s expanding influence.
As a respected subject matter expert and public speaker, Todd has briefed heads of state, allied defense ministers, and naval leaders and served on panels addressing global unmanned systems threats and the intersection of cyber and physical warfare. He co-led the creation of a 150-person NSC-directed team to counter emerging unmanned technologies and has been a national media contributor, including the New York Times and Fox News, offering commentary on military operations in the Middle East.
Todd holds a B.S. in Political Science from the U.S. Naval Academy and an M.A. in National Security Studies with an emphasis on Strategic Deterrence from the U.S. Naval War College. He is affiliated with the OSS Society, Naval Intelligence Professionals, the Intelligence and National Security Alliance (INSA), the National Defense Industrial Association (NDIA), and the Armed Forces Communications and Electronics Association (AFCEA).
